When re-elected, Heather is committed to continuing her efforts to increase collaboration with water stakeholders, as the only way forward is together. She will also continue to focus on clean and renewable energy sources, as well as advocate for updated groundwater and acquisition policies.
Increased Sustainability
Unfortunately, we are facing a decreasing water supply, and it’s up to us to find ways to do more with less. Achieving true water sustainability in this challenging climate requires innovation and dedication. Heather has helped develop award-winning conservation awareness campaigns, and worked on CAP conservation programs that have preserved Lake Mead and kept Arizona (and the Basin) out of shortage. We need to use this "break" to come up with new and innovative ideas that conserve the basin but also help Arizona grow in a smart way. We need forward thinkers who believe in CAP's stewardship obligations.

We need to develop updated, more tailored policies for groundwater management and acquisitions in our service area. We can not continue to rely on “paper water,” (that is, the water rights claims which exist in legal documents) while also pursuing smart and sustainable transactions for “wet water,” (the actual amount of real water available for use). It is critical to develop a policy for these acquisitions before we start making deals.

To effectively solve the very real problems we face today, it is critical for CAWCD to be more forward-thinking and collaborative. We must work with other agencies and stakeholders to foster the spirt of collaboration on which true solutions depend. We have big issues that impact our state and our region, and the only way forward is together.

Renewable Energy Sources
We must continue the focus on using cleaner and renewable energy sources. Heather has spearheaded and driven this effort during her time serving CAWCD, and has since become an energy leader on the Board. Though incredible strides have been made, we can't stop now. We have only just started when it comes to creating the sustainable, clean, and renewable energy future our state needs and deserves.
